Author of the project management policy and methodology at the City Hall, multiple laureates of awards for the best managed project in Poland. Since 2015, he has been developing the Smart City.

Deputy Mayor of Wrocław since 2007, responsible for investments, economic development and raising external funding. He devised and established a modern institution responsible for organization and supervision of investment projects, which significantly increased city’s organizational capacity in this area (in the years 2006-2009 the volume of implemented investmen projects grew threefold). During Wrocław’s preparations to UEFA EURO 2012 Footbal Championship he was responsible for infrastructural investment projects. He introduced project management methodology to Municipality of Wrocław. He supervises the process of developing PPP projects.

He is engaged in Smart City and Open Data projects and he is responsible for their coordination and implementation. He is also responsible for providing good conditions for development of startup companies through establishing an eco-system Startup: Wrocław.

In 2003-2007, serving as Wrocław Treasurer, he restructured City’s debts and lowered the debt indicators. For the first time in Poland he introduced a wide use of municipal consolidated account. As part of efforts to create new jobs he devised and implemented a programme supporting businesses that were investing in Wrocław and employing new workers.

Since 2001 he has been actively engaged in the work of the Union of Polish Metropoles (UPM). He is a member of UPM’s Commission for Integration
of Development Plans and Municipal Investments, he wrote numerous reviews of bills for Joint Commission of Government and Local Self-government and authored several proposals of amendments in acts concerning self-govermnet.

Anita Cieślicka, Cities Programme Director – coordinator and manager of interdisciplinary art and research projects. At Forum Energii, she develops cooperation with cities, manages an expert group and supports local governments towards clean air and climate neutrality. She graduated with honours in interdisciplinary studies in social sciences, humanities and technical-natural sciences at the Faculty of Artes Liberales, University of Warsaw. Since 2015, she has been coordinating and producing artistic and cultural events at institutions such as Teatr Powszechny and the Warsaw Uprising Museum. For many years she was a co-founder of the Central Foundation, where she managed the Justice, Silver Salome Dream and Civic Anti-Smog Law projects. She develops creative, proactive and collaborative initiatives for the energy transformation of Polish cities.

Michal Lakomski is the Mayor’s Proxy for Smart City and the Director of Digitalization and Cybersecurity for the city of Poznan. A graduate of the Poznan University and a respected smart city expert. Michal has been the driving force behind Poznan’s digital transformation since 2017. Responsible for the implementation of innovative systems and e-services for both the residents of Poznan and the employees of Poznan City Hall. Michal is a champion of innovation with a keen interest in open data and new technologies. He is a regular speaker at national and international conferences.

Beata Moskal-Słaniewska, Mayor of Świdnica. A graduate of full-time master’s studies in journalism and postgraduate studies in European integration at the University of Warsaw. She completed her MBA studies at the Krakow School of Business at the University of Economics.

Since 1990, she has been associated with local, regional and national media. She belonged to the Freedom Union, in 2013 she joined the Democratic Left Alliance, which in 2021 co-founded the New Left. She is co-chair of the Provincial Council of the New Left in Lower Silesia, as well as a member of the National Council. In the 2014 elections, she ran for the position of Mayor of Świdnica, winning in the second round of voting. She was re-elected for another term in the first round of voting with nearly 70% support.

She has been teaching social communication and social policy at the Wałbrzych School of Management and Entrepreneurship for over a dozen years. Since 2019, member of the Management Board of the Association of Polish Cities, deputy representative of the APC in the Committee of the Regions of the Council of Europe. In 2017, she was awarded the “Pearl of Local Government” awarded by the editorial office of “Dziennik Gazeta Prawna”. Several times included by “Newsweek Polska” among the 15 best mayors of cities in Poland in this weekly’s ranking.

Associated with the communication field for 25 years. Since 2012 connected with T-Mobile Polska, where she currently holds the position of the Director of the Corporate Communication and ESG Department. Responsible for creating and implementing a communication strategy, including shaping the employer’s image outside and inside
the organization.

She was the initiator of development and implementation of the Corporate Responsibility strategy, closely integrated with the company’s business strategy. With successes confirmed by numerous PR and CSR awards (i.a. Effie Award, Złote Spinacze, Złote Listki CSR, TOP Marka, Dobroczyńca Roku), she manages the Communication Department, supervising the implementation of comprehensive campaigns and non-standard T-Mobile projects – including: social campaign Help Measured in Kilometers. Initiator of the implementation of a strategy focused on actions responding to important social problems, i.a. the war in Ukraine or the COVID-19 epidemic.

From 2022, Head of Mobility & Rail Solutions for the CEE region at Hitachi Europe. He develops new business opportunities in the area of Hitachi products and services dedicated to carriers, transport organizers, and resource managers. The scope of his projects includes, among others, ticketing systems, resource management tools, and railway solutions.

For over 15 years he has been associated with the logistics industry in Europe and Asia. He has extensive experience in transport, which he gained while working for the Freightliner group (part of Genesee & Wyoming) and Saudi Arabia Railways. He specializes in the development of IT solutions dedicated to logistics as well as in transport management and fleet maintenance. Speaker at industry conferences devoted to these issues. His main goal is to support enterprises from the public and private sectors in achieving operational excellence, which translates into the provision of the highest quality services to clients.

A graduate of the Faculty of Electrical Engineering at the Prague University of Technology (Czech Republic). For 25 years associated with the IT industry, where he deals mainly with Smart City components and systems. He has held managerial positions in companies such as: Asseco Data Systems S.A., Mennica Polska, Bull Polska, City Parking Group and Aldesa. He was responsible for the implementation and development of ITS and Smart City projects. From August 2014 to June 2016, he was responsible for business development in the field of ITS and Smart City at Asseco Poland. From July 2016, he managed the Digital Urban Infrastructure Division at Asseco Data Systems, and then until February 2021 he was responsible for the Business Development Department in the Smart City Area at Asseco Data Systems, supporting other countries from the Asseco group as part of the competence center. Currently, he is the Sales Director of the Public Atos Polska Sector. In recent years, he has repeatedly served as project manager in projects such as: City Card Systems in Rybnik and Białystok, but also ITS projects: Rzeszów Intelligent Transport System and the Navigation System for parking spaces with their metering in Rzeszów. Being part of the key personnel, he participated in the implementation of the project entitled “An innovative concept of toll collection and settlement of urban services under SmartCity”, in cooperation with the National Center for Research and Development, and in the ITSM project for the European Commission at DG TAXUD. From October 2020, he is the vice-chairman of the SMART committee at the Polish Chamber of Information Technology and Telecommunications.

For many years, he has been successfully implementing utility monitoring systems in companies and local government units. In addition, he is active in areas related to GIS products and distributed asset management.

Artur Szymczyk was born in 1969 in Poniatowa. He graduated from the Faculty of Civil and Sanitary Engineering of the University of Technology in Lublin and finished postgraduate studies in Management Accounting and Controlling, Tax Law, and Energy Audit.

Till January 2013, he worked for the Lublin Heat Power Company [LPEC]. He held different positions at that time, starting from a seasonal worker, through an inspector, manager and ending with the main accountant’s post. In 1998-2002, he was the member of the Supervisory Board of the company.

In February 2013, he was appointed as a member of the Management Board of the Municipal Water and Sewerage Company in Lublin [MPWiK] where he was also a main accountant. In 2001-2005, he held the position of the Secretary of the Konstantynów Estate Council and the Deputy Chairman of the Estate Management Board.

He underwent a number of trainings and courses in energy, tax, balance, and public procurement law. He is vested, among others, with the powers of having a seat in Supervisory Boards of the State Treasury Companies. He is married and has two daughters.

In January 2014 appointed to Deputy Mayor of Lublin for Investments and Development.

Deputy Director of Organization Development at the New Mobility Association – PSNM (formerly PSPA), responsible for driving key initiatives. She leads the postgraduate program “New Mobility,” co-hosted with the Warsaw University of Technology. Her role within PSNM involves coordinating collaborations with local governments to curb urban transportation-related air pollution and advance sustainable mobility solutions. She supports the establishment of low emission zones and the enhancement of urban spaces for pedestrians and cyclists. She holds a degree in Political Science from the University of Warsaw and has pursued postgraduate studies in “Energy Market Functioning” at the Warsaw School of Economics (SGH).

Partner relationship and InPost Green City expert. In Group Integer.pl, he is responsible for working with local governments, state institutions and non-governmental organizations through the management and development of the “InPost Green City” copyright program. The objective of the program dedicated to cities is to pursue a green, sustainable development policy by implementing specific green initiatives and smart city actions serving the city’s inhabitants.
