Deputy Mayor of Wrocław since 2007, responsible for investments, economic development and raising external funding. He devised and established a modern institution responsible for organization and supervision of investment projects, which significantly increased city’s organizational capacity in this area (in the years 2006-2009 the volume of implemented investmen projects grew threefold). During Wrocław’s preparations to UEFA EURO 2012 Footbal Championship he was responsible for infrastructural investment projects. He introduced project management methodology to Municipality of Wrocław. He supervises the process of developing PPP projects.

He is engaged in Smart City and Open Data projects and he is responsible for their coordination and implementation. He is also responsible for providing good conditions for development of startup companies through establishing an eco-system Startup: Wrocław.

In 2003-2007, serving as Wrocław Treasurer, he restructured City’s debts and lowered the debt indicators. For the first time in Poland he introduced a wide use of municipal consolidated account. As part of efforts to create new jobs he devised and implemented a programme supporting businesses that were investing in Wrocław and employing new workers.

Since 2001 he has been actively engaged in the work of the Union of Polish Metropoles (UPM). He is a member of UPM’s Commission for Integration
of Development Plans and Municipal Investments, he wrote numerous reviews of bills for Joint Commission of Government and Local Self-government and authored several proposals of amendments in acts concerning self-govermnet.

Witold Abramowicz (http://www.kie.ae.poznan.pl/members/wabramowicz/) is a full professor and the chair of Department of Information Systems at The Poznan University of Economics (PUE), Poland, and founder of SmartBrain – Smart and Big Data Research and Innovation Center, whose goal is to conduct research and innovation activities in economy and public administration in the field of Big Data.
His particular areas of interest are Big Data, Data Analytics, Information Retrieval and Filtering, Knowledge Management in MIS. He received his M.Sc. from The Technical University of Poznan, Poland, Ph.D. from The Wroclaw Technical University, Poland, and habilitation from The Humboldt University Berlin, Germany. He worked for three universities in the Switzerland and Germany for twelve years. He is an editor, author or co-author of 44 eight books (published mostly by Springer and Kluwer Academic Publishers) and over 300 book chapters, articles in various journals and conference proceedings. He chaired 28 scientific international conferences and was a member of the program committees of over 400 other conferences. He is member of the editorial boards in some international journals like Business & Information Systems Engineering, AIS Transactions on Enterprise Systems, Journal of Service Science, Management, Engineering and Technology, Enterprise Modelling and Information Systems Architectures – An International Journal. Currently Professor Abramowicz is and was involved – also as coordinator – in ten research projects in the 6th and the 7thFramework Program EU, other international projects and many national founded projects. He supervised twenty PhD dissertations. Professor was professorships’ and doctoral theses’ reviewer in Australia, Austria, Germany, Ireland, the Netherlands, New Zeeland, Poland and in the Switzerland. He is vice president of the Polish Association of Management Information Systems.
Professor Abramowicz has also experience in working in international consulting firms as well as in Polish and foreign industry as CEO, President, Vice-President and Member of Boards of Directors but also as expert.
Department of Information Systems at Poznań University of Economics has received in 2015 two BIG DATA: THINK BIG CEE CONGRESS Awards: Innovation Poland 2014 for the Team and Big Data Man of the Year for Professor Witold Abramowicz. In 2014 he received the prestigious title of the Visionary Member of SAP UA for his education activities in the area of Big Data.

He realizedprojects in the field of Smart City Strategy, GIS, e-government, urbansustainable development, urban data analysis and visualization, for amongothers for: Kielce City Hall (winner of manyprestigiousawards for the GIS system, including the awardat the World Smart City Expo in Barcelona), Gliwice City Hall, Dabrowa Gornicza City Hall, Opole City Hall, Toruń City Hall, Urban City Lab in Łódź and Metropolis of Poznań.

He is an assistantre search at The University of Science and Art in Katowice (Faculty of Architecture, Civil Engineering and Applied Arts; Department of Spatial and Urban Planning Urban Processes and Development Unit) and lecturer at Adam Mickiewicz University in Poznan.

A graduate of Warsaw School of Economics (International Economic and Political Relations) and Collegium Civitas (Forecasting, Strategic Planning and Foresight). He also completed Executive Master of Business Administration (EMBA). He has many years of experience working in public institutions, both central and local government. He was a councilor of the Capital City of Warsaw (2006-2010).
Since December 2018 he has been a deputy district mayor of Ursynów District of Warsaw recommended by the local association Otwarty Ursynów (Open Ursynow). He is responsible, among others, for greenery and housing resources.
In 2015 he started Smart City Blog project. Sustainable city expert and consultant. Lecturer in smart cities development. Speaker, moderator and participant of discussion panels during numerous conferences in the area of modern city development.

Tomasz Kulisiewicz – Consultant and analyst of IT and electronic communications, lecturer. Analyst at research teams of Warsaw University of Technology, Lead analyst of Audytel consulting company, co-founder and lead analyst of SME IT Association and Centre for Studies on Digital Government. Member of Supervisory Council of Arbitration Court for Disputes on Domain Names at Polish Chamber of IT and Telecommunications, secretary of Masovian Chapter of Polish Information Processing Society. Graduate of Budapest University of Technology (1974, Master`s degree in Computer Sciences), PhD of University of Warsaw (2015, PhD in Information Science).

Pani Bożena Lublińska-Kasprzak jest absolwentką Wydziału Ekonomicznego Uniwersytetu Marii Curie-Skłodowskiej w Lublinie oraz podyplomowych studiów z zakresu integracji europejskiej na Uniwersytecie Warszawskim. Posiada otwarty przewód doktorski na Wydziale Finansów Uniwersytetu Ekonomicznego w Krakowie. Odbyła staże naukowe i zawodowe m.in. w University of Minnesota w USA, Scottish Agricultural College w Wielkiej Brytanii, University College Cork w Irlandii oraz dziale audytu środków Wspólnej Polityki Rolnej w Dyrekcji Generalnej Rolnictwo Komisji Europejskiej. Była ekspertem Parlamentarnego Zespołu ds. Absorpcji Funduszy UE oraz międzynarodowych projektów doradczych. Posiada certyfikat zarządzania projektami Prince 2. Jest autorką publikacji z zakresu wykorzystania funduszy europejskich. Otrzymała tytuł Menadżera Administracji Roku 2011. W latach 1992-1995 była zatrudniona w Instytucie Ekonomii Rolnictwa i Agrobiznesu Akademii Rolniczej w Lublinie W latach 1995-1996 była doradcą w międzynarodowej firmie konsultingowej, a od 1997 do 1998 r. pracowała w amerykańskim programie pomocowym wspierającym rolnictwo. Od 1999 do 2001 r. pracowała w Ministerstwie Rolnictwa i Rozwoju Wsi gdzie uczestniczyła w programowaniu i przygotowaniu do wdrażania Programu SAPARD oraz funduszy strukturalnych. Od 2001 związana była z Agencją Restrukturyzacji i Modernizacji Rolnictwa, gdzie zajmowała się m.in. przygotowaniem do akredytacji dla Programu SAPARD, zarządzaniem projektami Phare, współpracą z instytucjami UE oraz krajowymi podmiotami zaangażowanymi w procesie integracji europejskiej, nadzorowała realizację poakcesyjnych programów Unii Europejskiej oraz programów pomocy krajowej. W ARiMR pełniła funkcje zastępcy dyrektora, dyrektora a od 2005 roku do kwietnia 2008 funkcję Zastępcy Prezesa. Od 2009 przewodniczy kapitule konkursu Polski Produkt Przyszłości. Od 2010 wchodzi w skład zarządu The European Network of Innovation Agencies (TAFTIE). Z PARP związana od kwietnia 2008 kiedy to została powołana na stanowisko Zastępcy Prezesa PARP. W marcu 2009 r. została powołana na stanowisko Prezesa Agencji.
