Bartosz Bartoszewicz, Deputy Mayor of Gdynia, responsible for life quality. Former Councillor of the City of Gdynia, acted also as the Mayor’s representative for NGOs. Gained his professional experience through implementation of international new technology projects.
Since 2014 he has been responsible e.g. for Gdynia’s education system widely regarded as one of the best in Poland. The above is reflected in students’ achievements, including external exam pass rate.
His responsibilities also include supervision and coordination of activities involving the so-called smart city solutions. Today, Gdynia is an extremely rapidly developing city, perceived as the leader setting standards for the smartest cities in Poland and worldwide.

Deputy Mayor of Wrocław since 2007, responsible for investments, economic development and raising external funding. He devised and established a modern institution responsible for organization and supervision of investment projects, which significantly increased city’s organizational capacity in this area (in the years 2006-2009 the volume of implemented investmen projects grew threefold). During Wrocław’s preparations to UEFA EURO 2012 Footbal Championship he was responsible for infrastructural investment projects. He introduced project management methodology to Municipality of Wrocław. He supervises the process of developing PPP projects.

He is engaged in Smart City and Open Data projects and he is responsible for their coordination and implementation. He is also responsible for providing good conditions for development of startup companies through establishing an eco-system Startup: Wrocław.

In 2003-2007, serving as Wrocław Treasurer, he restructured City’s debts and lowered the debt indicators. For the first time in Poland he introduced a wide use of municipal consolidated account. As part of efforts to create new jobs he devised and implemented a programme supporting businesses that were investing in Wrocław and employing new workers.

Since 2001 he has been actively engaged in the work of the Union of Polish Metropoles (UPM). He is a member of UPM’s Commission for Integration
of Development Plans and Municipal Investments, he wrote numerous reviews of bills for Joint Commission of Government and Local Self-government and authored several proposals of amendments in acts concerning self-govermnet.

Mayor of Tarnow from 1994 to 1998 and again since 2014 to date. Involved in the work of local government since 1990.
He was in the Tarnow City Council for 12 years. He was the city’s mayor from 1994 to 1998, and deputy mayor from 1998 to 2000. Since 2002, he has been a councillor of the Małopolska Province Local Government Council, its vice-chairman from 2005 to 2006, and vice-marshal of the Małopolska Province from 2007 to 2014.
Initiator of the establishment of the State Higher Vocational School in Tarnow and redevelopment of the Tarnow Market Square, Honorary Chairman of the Committee for the Construction of the Monument to the Victims of Stalinism in Tarnow (1998-2000), member of the Programme Council of the Krzysztof Penderecki European Music Centre in Lusławice (2010-2015), President of the Tarnow School Sports Association (2002-2004), Chairman of the Commander-in-chief Jan Tarnowski Foundation Board (1995-2008).
From 2002 to 2007, he was deputy director of the Małopolska Institute of Local Self-Government Administration (MISTiA) in Krakow. Since its inception on 31 August 2020, he has been an active member of the “Yes. Local Governments for Poland.”

Konrad Fijołek was born in 1976 in Rzeszów. He is a graduate of the 4th Secondary School of General Education Mikołaj Kopernik in Rzeszów and the Faculty of Sociology of the Pedagogical University in Rzeszów. In 2018, he graduated from Apsley Business School of London with the title of of Executive Master of Business Administration
In the years 1998 – 2021 a councilor of the city of Rzeszów. In 2006–2010, he was the chairman of Rzeszów City Council, and since 2010, the vice-chairman of the Council.
For many years, he has been creating numerous initiatives for the benefit of the residents. In 2015, he established one of the first municipal movements in Rzeszów – “Rzeszów Smart City”. The movement has become, inter alia, promoter of the use of modern technologies in city management.
He is the co-author of the pioneering project of Urban Lab, a municipal laboratory in the center of Rzeszów. An open place for ambitious and creative people who want to improve the quality of life in the city. A team of scientists, people from non-governmental organizations and business help in this. All of this aims to solve local problems and facilitate the life of the local community.
On June 13, 2021, he won the early elections for the Mayor of the City of Rzeszów in the first round.

Piotr Grzymowicz, BEng, Phd – a graduate of the Faculty of Civil Engineering at the University of Agriculture and Technology in Olsztyn. Doctor of Technical Sciences.
In 2001-2007, he was Deputy Mayor of the City of Olsztyn. The Mayor of Olsztyn since 2009. Until he was elected Mayor of Olsztyn, he was a lecturer at the University of Warmia and Mazury in Olsztyn.
During the presidency of Piotr Grzymowicz, a number of investments were implemented in Olsztyn: the tram search was restored, the shores of Lake Ukiel, the most beautiful parks in Olsztyn were revitalized, the constructed Water Recreation and Sports Center “Aquasfera” was built and tens of kilometers of Olsztyn streets were modernized.
For his activities, Piotr Grzymowicz was honored with the title of the “Leader of the Self-Government 2016” by the Rzeczpospolita daily and the winner of the “Golden Tens” ranking of the “Pearls of the Self-Government 2017”, a website by “Gazeta Prawna”.

She has held the position of Mayor since 9th December 2014. From 2010 to 2014 she was a member of the Town Council. She graduated from the Faculty of Social Science at Adam Mickiewicz University in Poznań (political science, specialization: local government administration).
She started her professional career in the 1980s as an employee of Ostrów Cultural Center. Then, for 10 years she has worked in the media (radio and local and regional press titles). Since 2000, she has been a self-government employee of the Poviat Starost’s Office in Ostrów Wielkopolski.
On November 30, 2014, in the second round of elections, she was elected Mayor of Ostrów Wielkopolski. She run from her own electoral committee “Przyjazny Ostrów” /Friendly Ostrów/. Since 2015, she has been a member of the Team for Functional Metropolitan and Urban Areas as part of the Joint Commission of the Government and Local Government and the Smart City Forum’s Program Council.
In her local government activity Beta Klimek focuses primarily on developing pro- family policy and on acquiring external funds for investments. Equally important for her is the environmental protection. That is why green and blue projects are successfully implemented in Ostrów Wielkopolski. She is the founder of the municipal maternity grant called “miejskie becikowe”, introduced in 2015 in Ostrów Wielkopolski. She also launched the Senior Citizen Card and the Participatory Budget.
She is among the best polish cities mayors in the N15 ranking published in 2017, 2019, 2021 and 2022 by “Newsweek”.
In 2021, “for managing the city in the spirit of sustainable development and implementing activities for the development of local government in Poland” she received Złoty Klucz / the Gold Key/, a prestigious award of the magazine “Wprost”. In 2022, she took the 1st place in the ranking “Perły Samorządu” / Pearls of local government/ organized by “Dziennik Gazeta Prawna”, in the category of the mayor of the cities up to 100 000 of residents.

Deputy Mayor of Warsaw, graduate of philology at the University of Warsaw, social activist and culture animator, producer of theater performances and festivals, 2016-2018 deputy director of the Studio Theater in Warsaw; co-author of the “Warsaw 2020 Culture Development Program. City of Culture and Citizens” adopted in 2012 by the City Council as the official cultural policy of Warsaw. In 2018-2020, Head Coordinator for Culture and Public Communication in the City of Warsaw.

Michal Lakomski is the Mayor’s Proxy for Smart City and the Director of Digitalization and Cybersecurity for the city of Poznan. A graduate of the Poznan University and a respected smart city expert. Michal has been the driving force behind Poznan’s digital transformation since 2017. Responsible for the implementation of innovative systems and e-services for both the residents of Poznan and the employees of Poznan City Hall. Michal is a champion of innovation with a keen interest in open data and new technologies. He is a regular speaker at national and international conferences.

She deals with engineering geology, geotechnics and engineering geothermal. She is a specialist in the application of the geological and mining law and the investigations in onshore and offshore areas. She has practical experience gained during the implementation of many cubic and infrastructure investments.
She is an author of many reports, opinions and scientific publications. She is also the co-author of geological and engineering databases, maps and atlases.
She is a member of the Commission for Geological and Engineering Documentation under the Minister of Climate and Environment, a member of Technical Commission No. 254 on Geotechnics of the Polish Committee for Standardization, a member of the board of the Polish Committee for Engineering Geology and Environment, and vice-president of the Association of the Institute for Remediation of Contaminated Areas.
She is the head of the Department of Engineering Geology at PGI-NRI, and the co-organizer of the Engineering Geology Challenges Conference in Poland.

Małgorzata Mańka-Szulik, PhD, Mayor of Zabrze since 2006. In 2015 she was elected as the Chairman of the Board of the Upper Silesian Metropolitan Union. She participated in works on forming the GZM Metropolis. She is a mathematician. She graduated from the University of Silesia in Katowice. She completed postgraduate studies in management and computer science at the Silesian University of Technology. She obtained a PhD in political science at the Pedagogical University of Krakow. By the decision of the Senate of the University of Economics in 2013 she became a member of the Convention of the University of Economics in Katowice. She is the author of publications in the field of: management of external and internal communication of a local government unit and the use of IT solutions in the social communication process of a local government unit. Previously Małgorzata Mańka-Szulik, PhD initiated the creation
of Poland’s first municipal art school: School of Arts in Zabrze.

On the 21st of December 2018 appointed as the First Deputy Mayor of Wrocław,
supervising the Department of City Development and Strategy and as a
representative for international affairs. Responsible for creation and
implementation of strategic studies for the city, agglomeration, region in the 2050
perspective. In charge of urban planning and land use plans, architecture,
construction administration, city aesthetics, monument preservation, economic
development, geodesy and land cadastre, sustainable development, blue/green
deal, energy. Representative of the city and associations in governmental projects.

and Areas.

Beata Moskal-Słaniewska, Mayor of the City of Świdnica. A graduate of full-time Master studies of Journalism and postgraduatestudies of European Integration at the University of Warsaw.
For over 20 years she had been associated with local, regional and nationwide media. She had been the editorial assistant and the editor in chief of a local newspaper “Wiadomości Świdnickie”, also she had been in charge of other local newsstands. She had cooperated with the Polish Catholic weekly “Niedziela”, Polish Radio Wrocław or the newspaper “Słowo Polskie”.
In a local government elections in 2010 on behalf of Democratic Left Alliance (SLD) she was elected a councillor in the City Council of Świdnica. In 2014 she had successfully run for the presidency in Świdnica town – she had won in the second ballot.
For years she has been involved in local social issues. She is an initiator of the event for children called “Nice Star”. Beata Moskal-Słaniewska collaborates with many NGOs, such as the Association of Friends of ill Children “Heart”. She is the co-founder of the Association of Women in Świdnica.

Since 2020, the Mayor of Gliwice. Previously, a long-term Deputy Mayor of the City, responsible, among others, for spatial planning and the municipal geographic information system, real estate management and housing, the environment, as well as geodesy and cartography. Engineer, graduated from the Faculty of Mechanical and Power Engineering at the Silesian University of Technology. After graduation, he worked for five years in industry: in Zakłady Pomiarowo-Badawcze Energetyki “Energopomiar Gliwice” and Przedsiębiorstwo Energetyki Cieplnej – municipal heating plant. For the next 18 years, he ran his own business. For over a dozen years he has also been a lecturer in the field of real estate management at post-graduate studies at the University of Silesia, at the University of Technology in Katowice and at the Academy of Business School in Dąbrowa Górnicza. He actively participates in the life of the local community by sharing his knowledge and experience.

Andrzej Nowakowski has been Mayor of Płock since 2010. He was re-elected in 2014 to serve a second four year term, when he received the largest personal mandate, winning by an overwhelming margin in the first round of voting.
He is a graduate of Polish Philology at the Nicolas Copernicus University in Toruń. For many years, he has been associated with the Władysław Jagiełło High School in Płock, where he worked as a qualified teacher of the Polish language and an educator of the youth. Since October 2002, as a Councillor of the town of Płock, he participated in the works of the Commission of Treasury and Budget. In the 2007-2010 period, he was a Sejm Deputy of the Republic of Poland (Member of the Polish Parliament) and a member of the Commission of Sports and Tourism as well as the Commission for the European Union`s Affairs.

Aleksander Orłowski, professor at Gdańsk University of Technology, vice-president of the Gdańsk Urban Development Associtaion (NGO). Consultant, among others venture capital funds, local governments, start-ups… Co-author of research on the readiness for Smart City of ten leading Polish municipal offices, author of the book: “Model of process readiness of a municipal office to reach Smart City” (2019), co-author: “Data management in cities. Manual for local governments” (2021). Secretary of the Team for Urban and Metropolitan Areas of the Polish Academy of Sciences (2023-2027), Completed scientific internships, among others: at the University of Newcastle Australia, Lebniz University Hannover, VicomTECH San Sebastian. Member of teams preparing, among others, Smart Specialization project for the Pomeranian Voivodeship: Smart Port&City, expert evaluator in the QBE AcceliCITY competition (Top 5 GovTech Accelerators).

Until March 2023, he was Director of the Office of Digitization of the City of Warsaw also serving as Chief Architect of the City’s Information Systems, where he implemented dozens of information systems for the Office and many digital solutions.
He is an experienced expert and practitioner in the implementation of information systems, modern technologies and innovative digital platforms for the realization of digital transformation of cities and their sustainable development . He has been the leader of many IT system implementation projects and architect of extensive solutions integrating information systems in the fields of transportation, logistics and administration, as well as e-services and solutions for cities such as opening data, big data and Internet of Things including international projects. He is a proponent of a systemic approach to digital transformation, building Digital service platforms, simplicity of IT systems and development of mobile services for residents.
On his initiative, the “Digital Transformation Policy of the City of Warsaw” was developed, implemented and introduced by an order of the Mayor.
He is a proponent of the concept of implementing digital urban platforms ( city as a platform) , which he has implemented in Warsaw or started implementing, including the platform for communication with residents Warsaw 19115, “MojaWarszawa” – a microservice platform for Warsaw e-services, the city’s IoT platform with a blockchain module ( iot.warszawa.pl), the open data platform api.um.warszawa.pl or the public consultation platform ( Decidim).

In 2019, in the CIO of the Year competition of CIO Directors magazine and Computerworld, he was selected as CIO Diamond – as Municipal Digital Architect with the Jury’s justification for realizing the vision of digital city services for citizens – real and useful and not marketing “smart city”.
Completed the 1.5-year Bloomberg Leading Digital Innovation Program at Harvard Kennedy School for CIO leaders from 20 European capitals in 2021.
Received a certificate of completion of the 10-month “Innovation Training – Path of Innovation” program” after his submitted project was selected for the program for 12 world cities. The program was conducted by the Bloomberg Center for Public Innovation and J. Hopkins University and there he served as the “Innovation Lead” in the Authority’s Warsaw interdisciplinary team for innovation implementation.
In October 2022, he participated in the Bloomberg Chief Innovators Studio program and Bloomberg CityLab . He is a member of the “Bloomberg Cities Network” community .

Experienced ITS technology and Smart City solutions Consultant and Project Manager with a demonstrated history of working in the intelligent transportation system industry, both for public and private entities. Strong business development and project management professional having education background focused on transportation and logistics from Poznan University of Economics and with a post-graduate studies focused on IT and telecommunications systems from Warsaw University of Technology.

Artur Szymczyk was born in 1969 in Poniatowa. He graduated from the Faculty of Civil and Sanitary Engineering of the University of Technology in Lublin and finished postgraduate studies in Management Accounting and Controlling, Tax Law, and Energy Audit.

Till January 2013, he worked for the Lublin Heat Power Company [LPEC]. He held different positions at that time, starting from a seasonal worker, through an inspector, manager and ending with the main accountant’s post. In 1998-2002, he was the member of the Supervisory Board of the company.

In February 2013, he was appointed as a member of the Management Board of the Municipal Water and Sewerage Company in Lublin [MPWiK] where he was also a main accountant. In 2001-2005, he held the position of the Secretary of the Konstantynów Estate Council and the Deputy Chairman of the Estate Management Board.

He underwent a number of trainings and courses in energy, tax, balance, and public procurement law. He is vested, among others, with the powers of having a seat in Supervisory Boards of the State Treasury Companies. He is married and has two daughters.

In January 2014 appointed to Deputy Mayor of Lublin for Investments and Development.

He graduated in Real Estate Management from the University of Real Estate Management at the Faculty of Economics.
For many years he has been interested in the activities of local government, the essence of local governance and strategic management in local government units. He is very willing to participate in various cultural, social and charity initiatives which serve the development of the local community.
Mayor Artur Tusiński’s work towards the development of the city found recognition among independent bodies. In 2019 and 2020, he was awarded 1st and 3rd prizes for the best financial management in Poland in the category of municipalities in the Local Government Financial Ranking. In addition, he was twice awarded second prize in the Best-Run Local Governments in Poland ranking by “Rzeczpospolita” in the category of urban and urban-rural-municipalities. In 2020 Podkowa Leśna took the first prize in the nationwide Ranking of Local Governments called “Education-friendly places”. Also in 2020, the jury of the international Innovation in Politics competition awarded the Mayor of the City, Artur Tusiński, for his innovative pro-environmental activities, in particular for his approach to water retention in the process of road construction.
